Abstract
Summary form only given, as follows. The nonlocal theory of partially ionized plasmas is presented. The solution of the Fokker-Planck equation which takes into account the high frequency electric field, the electron-ion and electron-neutral interaction is presented. The distribution function is explicitly computed using the continued fractions. The expressions of the semi-collisional transport coefficients are deduced and compared to the results derived in the literature.
