Abstract
This paper presents the development of models and a methodology for the segregation of distribution system losses for regulatory purpose. Distribution losses are classified as one of: technical loss, non-technical loss, or administrative loss. Typical distribution system data were processed to develop the necessary component models for the subtransmission and distribution facilities. Three-phase unbalanced power flow was used to identify the technical losses incurred in every part of the distribution system. The models and the methodology were applied to Benguet Electric Cooperative. The models and methodology are currently prescribed by the regulator to all distribution utilities in the Philippines
