Abstract
On the basis of intellectual property rights and research results on the innovation ecosystems for industrial clusters, the present research established five primary targets and 20 secondary targets from five aspects: innovative environment, innovation resource, innovation management, innovation outputs, and innovation performance. This study constructed a multi-level evaluation model for the industry cluster innovation ecosystems on the basis of fuzzy mathematics. This model will provide a valid method for the scientific assessment of the effects of industrial cluster innovation ecosystems.
