Major Problems in China´s Road Traffic Safety Management and Countermeasures for Them

The management of road traffic safety by the government is in lower level and affects the change of serious road traffic safety situation in China. The paper is targeted at analyzing the problems in current management of road traffic safety and looking for the countermeasures for them. The problems in the ideas, institution and actions of the management of road traffic safety are discovered and discussed in details. For them, the countermeasures such as changing traditional ideas on road traffic safety, establishing the centralized powerful agency for road traffic safety and taking the actions based on the systems perspective of road traffic safety are proposed. Different from other studies in China, comprehensive deep analysis into the management of road traffic safety from ideas, institution to actions is provided.
