Abstract :
This paper forms the evaluating indexes system of the innovative capabilities of small and medium enterprises (SMEs) in the cluster. By using a sample including the SMEs´ innovative capabilities in the cluster of biotechnology industry in Guangzhou, I find that the evaluating indexes system well explains the intuition observed from the data. The indexes system provides an effective way to identify existing problems and to analyze the reasons. Last, the paper puts forward some suggestions for decision makers.
