A Study on Urban Early Warning System against Exceptionally Severe Disasters

Abstract :
Currently, due to the frequent occurrence of exceptionally severe disasters in cities, original urban early warning system has been unfit to latest requirements of the times. So a new urban early warning system needs to be constructed on the basis of both the digital technologies and the legal, institutional, fund, personnel and material guarantees of this system. The system construction should start with the establishment of monitoring and early warning mechanism, crisis management mechanism, mechanism of fluent information and its publicity and digital early warning mechanism so as to strengthen the entire construction work.
