Abstract
In this paper, an approach is presented to rapidly create a satellite observation scheme in order to monitor natural disaster more efficiently. First, one needs to analyze observation requirement in order to reduce natural disaster, and select necessary satellites from all of satellites under the International Charter on Space and Major Disaster. Then, a satellite schedule tool, i.e. Satellite Tool Kits (STK), is used to determine which sensor on the selected satellites could cover the area hit by disaster. Finally, a greedy algorithm is employed to obtain an optimal observation scheme.
