Abstract :
As new bandwidth intense online applications come to reality, one may wonder if a community or a nation is ready to take advantage of them. This paper presents the methodology and results of a quality assessment effort that took place in the country of Brazil, as a way to share experiences and let other researchers adapt the assessment strategies presented in this work to the needs of communities of broadband users with a similar background in other regions of the globe.
