  • Abstract
    This paper has summed up three operation models of the different scenic spots in Grand Shangri-La region, which are the model of government operation, the model of company operation and the model of cooperation of between the government and a company. Meanwhile, it has analyzed the advantages and disadvantages of the models, and drawn a conclusion that they had some problems. The author suggested the Standing Committee of the National People´s Congress should strengthen legislation on heritages, e.g. the World Heritage Spots, National Nature Preservation Zones, National Geoparks, National Scenic Spots, should build a strict system of the supervision and management, and should forbid private companies to operate. We should respect traditional nationalities religious beliefs and taboos and give them a role in protecting the natural environment. We should encourage the communities to participate in the protection and supervision of Scenic Spots. We should raise up and support environmental NGOs, and enhance the whole nation´s awareness of the environment protection.
