Abstract :
The State-owned forestry enterprises have made tremendous contributions to China´s economy development. Under the system of planning economy, these enterprises have provided the main production element, huge profits and taxes for China´s construction. It considered that the state-owned forestry enterprise is a special complex of economic, ecological, social and resource´s property, its sustainable development essence is that sustainable development viability of enterprises has constantly strengthened. It put out that fulfilling social responsibilities is a catalyst and an important guarantee for improving enterprises´ sustainable development viability. It considered that the state-owned forestry enterprises have some specificities, such as the original specificity, triple functions, longevity and combination of government function and enterprise management. It analyzed these enterprises specificities of social responsibilities, considered they have being undertaken some special social responsibilities, such as ensuring sustainable development of resource-oriented region where enterprises located, ensuring country´s resources safety, protecting the ecological environment and social stability. So far the status of social responsibilities of state-owned forestry enterprises is “Responsibility overload and the lack of responsibility”. So it is necessary to implement on institutional reforms to state-owned forestry enterprises, and adjust enterprise boundary for effectively carrying out social responsibility of state-owned forestry enterprises and promoting their sustainable development viability.
