Abstract :
In the abundant information and knowledge era, technological innovation gives core competition power among enterprises. Knowledge spillover has changed the cluster´s knowledge environment for technology innovation, and also the profit distribution of cluster´s enterprises, which affects the innovation initiative and decision of enterprises. Using evolutionary game theory model to analyze the industrial innovation decision impacted by different knowledge environments, we can get the conclusion: Knowledge protection and enterprise self-control are necessary condition for industrial continuous growth. The purples of knowledge protection is not to tame the spillover but to protect the innovation initiative.
