Abstract
Focusing on the performance of R&D (research and development) efforts, this paper analyzes the different effects of three essential R&D institutes´ various R&D inputs on the regional technological innovation with empirical evidence of 30 provinces in China during 2001-2007, and comparatively analyzes the human resources´ performance between developed provinces and less developed provinces. The results show that human resources in each R&D institutes have a significant positive effect on the regional innovation, but the R&D expenditure inputs in public R&D sectors have a negative effect; and that the human resources have a greater effect on developed provinces than less developed provinces.
