Abstract :
The paper addresses a two layer resource management model for maintaining a wireless communications network within a LEC. The two layer resource model focuses on the use of element managers to shorten time to market intervals, shield the operations support mechanisms from network complexity, provide data stewards to improve data accuracy, and to improve software update coordination to network elements. This approach does not eliminate the need for the service management layer as a critical portion of the architecture, instead this approach moves the service management functions outside of the area associated with network management
