Abstract :
In this article the main bodies of risk allocation and the risk factors are analyzed. The risk matrix for participators has been established by using fuzzy and AHP, according to the superior allocation principle, the matrix is solved so that each kind of risk can be determined to most superior undertaker by the Hungarian.
