Abstract
Based on the theory of national culture differences, research hypothesis that there exists correlation between cultural difference and national innovation ability is put forward. We investigate managers of Chinese and German companies by questionnaire and obtain 255 effective samples. From the results of descriptive statistical analysis on questionnaire we can conclude that there exist innovation choice differences in innovation human resources, innovation input, innovation environment, and use efficiency of innovation products and techniques between Chinese and German participants. By reliability statistics and Pearson correlation analysis on questionnaire we can conclude that there exists significant correlation between cultural values and the innovation choices above, and then deduce that cultural differences affect national innovation ability through the behavior choices of main body of innovation.
