Enterprise development is a continuous process, so the timing of the outsourcing model to adjust and reconstruct is very difficult to grasp. This article attempts to build a quantitative analysis method of performance function determining the timing of HR outsourcing reengineering. This research has shown that the “extreme point” of the performance function curve is the timing point of reengineering process, but this is not the best point, because there is a “break”, the best point of time should be in the “turning point”. In addition, the paper mainly analyzed obstacles and risks of HR outsource service reengineering process. In this article, the research methods have important guiding significance to determine the outsourcing timing, formulate process and controlling risk of corporate human resource management.
