Abstract

The obvious contradiction between ecological environment and economic growth, the low level of economic development, shorter leading industry chain, low level of regional networks, and uneconomic industry cluster at present in Poyang Lake Ecological Economic Zone. System´s shortcomings: the interests of parties are imbalanced, incentive mechanism is not perfect, laws and regulations are lag, and oriented-policy is unknown. The ways of the system innovation are: to cultivate ecological economic culture, improve the environment of laws and regulations, and build policy support system.
