Abstract
This paper describes a new motion estimation algorithm, which combines with the hierarchical telescopic search method and adaptively selects the full or reduced bit-resolution image for block matching. Simulation results show that the proposed algorithm has low computational complexity and achieves good image quality. A novel systolic array with high throughput is specially developed
