Study on Relations between Human Vulnerability and Emergency Evolving Into Disaster

We all know that any emergency will not develop into disaster which is a result of the interaction of several causes. Once a certain disaster happens, it´s not true that all enumerative causes run, or their relation emerge. Therefore if we want to probe into the mechanism of the disaster´s evolvement, we should study various causes by any possibility. And then we must deeply analyze the rule of causes´ function, and the relation between every one. Then we proceed to the next step to adopt the corresponding measures, in order to attain the aim of disaster management including disaster prevention, disaster response and disaster recovery. Being the major disaster-affected body, human has vulnerability in many facts. So the research on the vulnerability of human should be an important content of the disaster study.
