To Break Dual Dilemma of "Market Failure" and "Government Failure" in Rural Migrant Laborers Old-age Insurance Participation Based on Tripartite Gambling

The implementation of insurance policies to cover the vast numbers of Chinese rural migrant laborers is conducive to realize the social objectives of economic growth, security of people\´s livelihood and maintaining stability. However, in the implementation of the policy the current insurance of rural migrant laborers exist the double dilemma of "market failure" and "government failure". This article establishes the tripartite gambling model of enterprise, rural migrant laborers and government to reveal the deep level reason of the rural migrant laborers\´ old-age insurance existence questions. The deep level reason is that the position of region benefit priority is seriously departed from the norms of a fair social security. The study of gambling model indicates that the peasant laborer\´s old-age insurance should be implemented according to the national legislation. And the persistent effect mechanism construction of rural migrant laborers `old-age insurance will be realized.
