Abstract :
Talent tenancy is a brand new way to distribute the human resources market, which has been rapid developed in our country, due to the configuration flexibility, quick, low cost and high efficiency, etc. Talent tenancy involves the three parties because of separating the right to work of the owners and users in the employment, then the labour relations will became even more complex and higher on the operation environment in the labour market outside the business. This paper takes four parts of the talent tenancy environment in china by comparison with the external environment in the developed countries, such as the legislative, social acceptance, government function and the industry associations. Researches into the gaps and deficiencies existing in our talent tenancy in the external environment, and presents the corresponding suggestions on policy.
