Abstract :
Leased lines from the premises of corporations to the points of presence of service providers are a key economic input to their business models. There has been a scries of complaints from new entrant operators around the world, that they are being disadvantaged in their access to this essential facility and that discrimination of various forms is commonplace. Examples of both complaints and regulations are given from the United States of America, the Republic of South Africa, Singapore and the United Kingdom. Conclusions arc drawn and policy recommendations are made.
