Abstract :
The marginal industry is the industry that has lost or will lose the comparative advantage, including marginal industry I and marginal industry II. According to the characters and main problems of the technological industry internationalization, put forwards the strategies, such as strengthening self-innovation, pushing the synchronization between the localization and marketization of the technological innovation, participating the international technology union and so on.
