Abstract :
Network operators have long striven to utilize equipment from multiple vendors to drive down costs. Furthermore, in competitive environments, operators have separated out the functions of the network elements and distributed them in order to differentiate the offered services. This trend began with deregulation in the telephone industry and promises to accelerate in the Internet age
