Abstract :
Because of expensive capital investment and severe shortage of resources (including sites, Wireless spectrum resources and so on), network sharing and Mobile Virtual Network Operators (MVNO) are penetrating into mobile communication networks. In this case, the users of different MVNOs, who have taken part in network sharing, can connect to the same radio access network (RAN). In the shared network, a certain available capacity of a MVNO depends on how much this MVNO pays. However, spectrum allocation among MVNOs only by this method is not reasonable, which will lead to unfair competition and reasonless utilization of radio resources, even waste. Though there have been some existing schemes to resolve this problem, they either don´t make full use of spectrum or may destroy the basic interest of MVNOs. This paper discusses a new scheme(BMSN-OSS, Based Multi-operator Shared Network Opportunistic Spectrum Sharing) for how the radio resources may be allocated and shared among the MVNOs in such a multi-operator LTE network. This scheme can not only make the best of unoccupied spectrum reasonably, but also can guarantee all of the MVNOs´ interest.
