Abstract
This article describes a method that can solve the selection problem of peer review experts-scientometrics. From the external part of the scientific community, we can deal with the expert selection of peer review that is the internal part of the scientific community in essence. Only the scientific selection of peer review experts can guarantee the scientific evaluation of the objectiveness, impartiality and fairness.
