Abstract :
Balanced scorecard (BSC) provides an integrated view of overall organizational performance and strategic objectives. BSC integrates financial measures with other key performance indicators to create a perspective that incorporates both financial and non-financial aspects. BSC has proven a powerful tool for strategic planning and communicating strategy that assists in strategy implementation. Successful strategy implementation is based on effective strategic planning. The main purpose of this paper is to apply classic management theory to build human resource (HR) measurement system. The BSC theory changes the traditional evaluation approach which is only rely on the profit of evaluate enterprise and staff, evaluates the enterprise and staff synthetically. This paper based on the enterprise staff situation to construct the BSC model of the staff, and built a experimental system in the C# .net environment. Finally, the result of comparing the performance matrix, which the system got with the evaluation situation of the staff before proved that this system was in favor of evaluating the staff synthetically and scientifically, consequently, this system provided more scientific warranty for HR decision-making.
