In the process of promoting informatization for SME, the telecom operators should change the traditional mode of cooperation in the value chain and build a new industrial chain. And on this basis, they can develop a development strategy about the operator industry chain. The strategy of outsourcing can accelerate investment return and reduce investment risks and operation expenditures. The industrial cooperation is a manner for enterprise to expand in greater scope and depth making use of its advantages on products, technology and market, oriented by the capital or value flow.
