Analysis on efficiency of Chinese New Rural Cooperative Medical Insurance System based on DEA method

Chinese New Rural Cooperative Medical Insurance System has been implemented for six years, but for various reasons, there is not too much empirical research on the efficiency of the NRCMS. This paper adopts DEA method and makes a comprehensive analysis on static efficiency and dynamic efficiency of the NRCMS, combining with panel data. The result shows that there exists large difference on efficiency of the NRCMS among provinces and efficiency in the main food producing areas is relatively low. At the same time, although all rural population have been involved in the NRCMS basically, benefit that farmers get from the NRCMS is disproportionate with government support and it is urgent to improve farmers´ utilization of the NRCMS. At this time, it may be a good starting point to improve technologically or optimize the system itself.
