    The modeling and efficiency analysis of C2 System of Systems (C2SoS) is the important issues for the Operation System of Systems (OSoS). Based on FINC model, utilizing the idea of parallel decision theory, the paper gives the formalization method of C2SoS, and the efficiency indicators of C2SoS is given. And then, based on FINC parameters, the paper puts forward the evaluation methods of the efficiency indicators, which is the integration of C2SOS structure efficiency evaluation and node capacity evaluation. At last, the paper validates the methods by the representative cases. The contribution of paper is valuable to modeling and analysis of C2SoS.
