Abstract
This paper studies the deviation of public expenditure in China, uses the public expenditure samples of 1998-2008 to obtain both comprehensive and single deviation of provincial public expenditure, and makes comparative analysis. Comprehensive deviation, at province level, shows the U-type trend of expenditure deviation, while coefficient of single deviation shows the L-type trend. Public expenditure, at region level, shows higher level of deviation in the center than in the east or the west. And the most significant deviation is from infrastructure cost among all types of public expenditure, which implies that government pay much more money for economic growth, but not people´s welfare and social security.
