Based on the market performance of two restructures in telecommunication industry, we use data to analyze the two reforms and find that the so-called balance after restructure will be broken by dynamic demand and technological development, which reveals that dynamic technologies have great effect on the operation of this industry. It is crucial for the industry to set up reasonable regulations and mechanism to promote economical and sustainable development of Chinese telecommunication industry. In the long run, in order to make the policies effective to the communication industry, basic theoretical research is needed to find the sticking points that influence the development of this industry and solve these problems to strengthen the market balance.
