  • Abstract
    The characteristic of Chinapsilas project in Market economy system initial period has decided that the project operating condition and the project decision-making condition has the strong coupling. On one hand, the project operating level´s enhancement can affect the choice of the project decision-making management pattern; On the other hand, decision model´s evolution will also promote the project management level enhancement. Therefore, we should grasp the relations between the operating condition and the policy-making condition from the coupling, and should pay attain to impetus project management pattern evolution, which focuses on researching on project decision-making condition and operating condition, then comprehensive promotes project management achievements.
