Abstract :
This paper presents a new progressive image transmission (PIT) design algorithm in which the resolution and rate at each transmission stage are specified. The algorithm uses the wavelet transform to obtain a pyramid structure representation of an image and the tree-structured vector quantizer (TSVQ) to represent each subimage in the pyramid ad different stages of the transmission. It minimizes the distortion at each stage under the resolution and rate constraints
