Abstract
Because a scene-changed picture is negatively correlated to the previous one, it breaks up rate control flow of H.264 and results in poor performance. When bit rate is low and frame rate is high, performance is worse. This paper proposes a real-time scene-change detection method and related H.264 rate control. Experimental results showed that the proposed scheme performed better than existing scheme.
