Abstract
Study on the localizing evolution process of small and medium sized enterprises (SME) ventured by SMNC in China. In this process, SME evolutes according to the model from the production centers to the sales center and then to R & D center, it´s critical success factors are: niche strategy, continuous technological innovation and organization change, strategic human resources management and good partnership with customers and suppliers. Taking SMFE of US as the example, it is shown that the core technologies competence is the localization impelling force of SMNC, through the multi-level fuzzy matrix quantification.
