Abstract
A new concept called always best located (ABL) is introduced to achieve an indoor-outdoor pervasive positioning system. Based upon currently deployed technologies, this positioning system is shown to meet the requirements of both coverage and radio localization accuracy. Results issued of an intensive measurements campaign are used to assess the value of the predicted results
