After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE\´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Above all, the necessity for the scarce teaching resources to be shared among the various educational institutions is analyzed. Then the puzzle of "Prisoner\´s Dilemma" is proposed during the process of implementing sharing of regional scarce teaching resources and the corresponding solution is given. Furthermore, a sharing model of regional scare teaching resource is built. Based on the sharing model, three kinds of sharing scheme-centralized scheme, distributed scheme and centralized-distributed scheme are analyzed respectively, analysis result shows that the centralized-distributed scheme based on ASP is beneficial to implement sharing of regional scarce teaching resource.
