Inquiry teaching plays an important role for innovative personnel training. With the development of network technology, web-based teaching mode becomes a mainstream education form. This paper presents a teaching mode combining classroom teaching and online teaching mode from an angle of cultivating innovative personnel. And then shows the curriculum resources needed for network learning. A framework of a network teaching platform which can manage curriculum resources and provide online learning is presented. Finally a case is studied and the experience of curriculum reform and construction is shared.
