Abstract :
The composition, relationships, alliances, powers structures, norms and bureaucracies in policy networks affect not just the policy-making process but also the policies that result from them. The paper uses Policy Network Analysis (PNA) to analyse the Swaziland National ICT policy network and how that affected the resulting policy. The findings of this study show that the policy making process was dominated by political agendas and was marred with strong and supreme foreign intervention and sidelining of key local policy actors. The government recruited mainly conformist actors into the policy network so as to speed up the process. The policy network was under pressure to meet some deadlines. The analysis also shows that the level of government readiness had impact on the policy process and outcome.
