Abstract
Noise not only degrades the visual quality of video contents, but also significantly affects the coding efficiency. Video filters can achieve a better compression performance by reducing the noise. However, they will blur video details. So a subjective quality considered filter with motion detection, working in the DCT domain, is proposed. This is a motion compensated 3D filter with low complexity. The picture will be divided into two areas. The static area will be filtered much more than the motion area. The experimental results show that noise is well eliminated and coding efficiency is improved.
