  • Abstract
    The green supply chain of coal industry is a management method in order to promote regional economy, environment, society and sustainable development of enterprise. It makes system environment optimization through the close cooperation between coal enterprises and related industries. Local governments of different levels have different interests in building a green supply chain of coal industry. In the market mechanism, high cost of production will delay and even impede the forming process of green supply chain of coal industry. However, the effective government intervention can make it carry out smoothly. By constructing the behavior model of local government the paper makes sample study on Heilongjiang coal industry in the relationship between local governments´ behavior and green supply chain and does research in promoting action on the formation of green supply chain in coal industry.
