Abstract :
With the development of the city, more and more license plate recognition systems are applied to the intelligent transportation management. License plate recognition is divided into three steps: license plate location, character segmentation and character recognition, therefore, the positioning of the license plate is an essential step in the process of license plate recognition. Meanwhile, in the character segmentation process, the tilt angle plate influences the exact character segmentation. For different tilt angles of the plate, this paper presents a license plate location based on the feature information of the license plate, and a tilt angle correction method, Combined with the Hough Transform. A large number of experiments show that the method is better to solve the above problems, and adapt to a variety of license plate location and correction. The method has a strong environmental adaptability and robustness.
