Abstract
This paper has discussed the arduousness in terms of energy saving and emission reduction(ESER) faced with China from the perspective of industrial structure, energy structure, energy efficiency and international comparison based on fulfillment of the targets established for the first two years of the eleventh five-year. In the paper, many suggestions and views are proposed, in particular, the target of energy saving and emission reduction established for the Eleventh Five-Year is necessary to be appropriately adjusted; reliance on the industrial restructuring to achieve the defined energy saving and emission reduction target should not be over-emphasized; promote diversification of energy consumption is the long-term mission for energy saving and emission reduction; it must be prudent and non-exaggerative to analyze the potential of energy saving and emission reduction and to define the target of energy saving and emission reduction through international comparison method.
