System design of social insecurity analysis based on public involvement for management of public tranquility and order

The development in information technology is giving influence to the interaction between citizens and government. Because of that reason, the concepts of E-Government also changed following the improvement of information technology. E-Government can accept a two way interaction between the government and citizen by using communication technology that existed. Citizen can interact with the government, vice-versa, the government can also get the benefit from that system. For an example is the analyzing process of social problem. From the interaction between government, especially Satpol PP, and citizen, an analysis about social problem could be done. This research was made by designing a system that use an input data from citizen and taking advantage from the interaction between citizen and Satpol PP in solving the distraction in their environment. To enhance the design system, a prototype was made that give a picture about the interaction between Satpol PP and citizen. The data that was received from citizen about the environment distraction concluded in a form of spacial data and displayed in a geographical map form to show the result of analyzing the social problem based on the citizen´s report. The prototype design was made based on assumption that the report about environment distraction is delivered by short message services or SMS. The system test give result that this prototype can help in social problem, analysis process at a certain area and help determine which problem needs to be prioritized by Satpol PP.
