Abstract
The paper presents a multi-layer structure for personal communications services (PCS). An evaluation is shown for low and high mobility of PCS in terms of cost economy, capacity and spectrum usage. It is supposed that the service area with 30 km radius is covered by a multiple micro cells in the low mobility plane, while the high-mobility plane employs macro cells. Two type of traffic shape are assumed; uniform and exponentially tapered traffic. It is shown that each plane has the optimum cell radius for the prescribed subscriber numbers. Therefore it is desirable to integrate the two systems for the support of full mobility
