Abstract
Drugs tender procurement is a complementary policy of Chinese Health Care Reform, which has been promulgated and implemented since 2000 in China, and has achieved good results. Bidding-evaluation and Bidding-decision are often accepted as the key points in the bidding process. A successful bidding is directly caused by a scientific bidding-evaluation system. This paper mainly focuses on the system of drugs bidding and purchasing from a practical point of view. It intends to analyze the main national evaluation method and the present situation of the drugs bidding system. The new evaluation index system is set up, the comparative weight of the indexes is determined with the AHP method,. Under gray relation projection method, the uncertainty resulted the difference in evaluating from the bidders is solved. It makes evaluation more objective and comprehensive. The actual example showed that the method was brief and practical, and the evaluating results were correct and reliable.
