The International Telecommunication Union is concerned with the international regulation of telecommunications and has amongst its purposes to extend international co-operation, to offer technical assistance, and to promote the development of telecommunication facilities and their most efficient operation, etc. To this end the ITU, amongst many other things, undertakes studies, adopts recommendations and collects and publishes information
