Abstract
This study tries to analyze the efficiency and fairness of multiple participant decisional scheme of highway network consolidation. More specifically, two regional general equilibrium models analyze a decision rule with distributed decision by local governments on highway network consolidation theoretically. The role of central government in the bargaining results among local governments is clarified.
