Abstract :
In this paper, we present an adaptive intra-frame rate-quantization (R-Q) model for H.264/AVC. The R-Q model, which is a generic relationship among the quantization value, data bits and the frame complexity, provides a mechanism to properly select the quantization value for an intra frame at a given target bit rate. Based on the proposed intra-frame R-Q model, a bit allocation scheme for intra frame is also proposed. Experiment results show that our intra-frame rate control algorithm can reduce the number of frame skippings significantly with average PSNR improved up to 0.53 dB.
